Van Rooy-Sheep Breeders’ Association Constitution

1.  Name

The name of the society shall be: “The Van Rooy Sheep Breeders’ Association”

2.  Aim

The aim of the Association shall be:

  • The establishment of an authoritative body, representing the van Rooy Sheep breeders of South Africa to further the interests of the Van Rooy Sheep industry.
  • To propagate the improvement and pure-breeding of this sheep as a slaughter breed under indigenous circumstances.
  • Research into and compilation of the history of this breed in general, as well as that of individual flocks, and to determine the racial correctness of such flocks.
  • The appointment or recommendation for appointment of judges at agricultural shows, and to take steps to assess the abilities of appointed or recommended judges.
  • Guarding the interests of sellers and buyers, by discouraging the purchasing of animals that are not thoroughbred or fit for breeding purposes.
  • To treat affairs concerning the interests of Van Rooy sheep breeders and to take due steps in that regard.

3.  Membership

  • Any bona fide breeder of Van Rooy sheep may become a member of the Association, and may continue so as long as he subscribes to the rules of the constitution and   respect the decisions of the Association.
  • Honorary members, who are otherwise not entitled to membership, may be appointed at meetings of the Association.  They will be allowed to address meetings but will not be entitled to vote.
  • Resignations:  Members may resign by addressing a written resignation to the secretary at least three months prior to the end of the financial year, t.w. 28th February.  They remain responsible, however, to the Association for subscribing in arrear or for any other obligation that might exist.
  • Subscription fees will be determined annually. The present rate is R700.00 per annum.

4.  Committee

  • Control of the Association shall be vested in the hands of   a committee, consisting of:  a President and a Vice President, a Secretary and three additional members.
  • The committee wil be elected at the annual meeting; members whose term of office expires, are eligible again,
  • Four committee members wil constitute a quorum for a meeting.  Committee members will be entitled to fill up vacancies if any such should exist.

Powers of committee

  • To make by-laws for the control of affairs concerning   the Association, to alter or reject others, subject to the approval of two thirds of the members at a meeting.
  • To appoint or discharge an inspector or any other official as may be deemed necessary for the executing of the activities of the Association; to arrange a scale of remuneration for services to be rendered, on condition that such remuneration does not exceed the resources of the Association.
  • To determine the conditions under which sheep will be eligible for registration, as well as fees for the  inspection and/or registration, and to arrange for the entry of sheep in the South African Stud Book.
  • To carry out any business advantageous to the welfare of the Association and the control of these affairs, provided that their operations are in accordance with the rules.

Meetings

  • The committee shall arrange for a meeting of members of the Association at a central place, within three months after 28th February. The chairman shall at any time arrange for a meeting after receipt of a written request by two members of the committee.  In both cases the chairman shall only have a casting vote. In the absence of the chairman or vice-chairman, an acting chairman will be elected.

5.  Financial Matters

All income received on behalf of the Association, shall be controlled by the Assistant Secretary, who will report to the annual general meeting of the Association, on all matters of financial interest.  All funds belonging to the Association, will be under the control of the committee. Cheques must be signed by the chairman and Secretary..

6.  Alterations to the Constitution and Scoring Card System

Alterations to the constitution and the Scoring Card System of the Association can only be effected at the annual general meeting, where a half plus one of the members cast their votes, provided notice of such meeting is given to the secretary at least three months before the end of the financial year, and all members are notified of such intention by the secretary at least one month before the day appointed for that meeting.
